No, this is an exception to the rule. All warm air furnaces, hot water boilers and A?C should be sized with a heat loss. Steam is sized on the connected load (radiators). If you use a heat loss the boiler will not produce enough steam to fill the piping and radiators with steam. The home will not heat properly.
