Should circulators be on supply or return pipe?

Without a doubt all circulators should be on the supply side of the system pumping away from the expansion tank/feed valve assembly. This application will assist in air elimination and eliminates all air in pipe noises if done properly.
The idea of 'pumping away' from the expansion tank assembly was changed in 1958, but many still have not adopted this idea.
